Colonel Tracy Spencer, USAF, retired, joined ODVA in 2018 and currently serves as Director of Human Resources where he is responsible for the direction, coordination, and management of all phases of a diverse multi-functional human resources management program including budget development and execution, merit rule application and compliance with Oklahoma Department of Labor directives for 1,800 employees and contractor personnel at eight veterans’ centers throughout Oklahoma.
Tracy completed more than 27 years in the military where he served in multiple senior leader capacities, including oversight of the property and fiscal operations of the Oklahoma National Guard (OKNG), oversight of all manpower and personnel functions of the OKNG, and, in his final assignment, serving as the Director of Staff for the Oklahoma Air National Guard. As a rated officer, Tracy held the aeronautical rating of Master Navigator, accruing over 3,300 flight hours, including more than 400 combat hours, in the C-130H Tactical Transport Aircraft. Tracy was awarded campaign medals for Kosovo, Iraq, and Afghanistan, multiple Air Medals, and his most distinguished military honor was being awarded the Legion of Merit medal.
Tracy holds an Associate of Arts degree from Rose State College, a Bachelor of Science from the University of Central Oklahoma, has completed multiple graduate courses from the American Military University and is a distinguished graduate of the U.S. Air Force War College.
Tracy’s passions include mentoring junior personnel, assisting veterans in need, spending time with his grandchildren, traveling with his spouse of more than 26 years, buying unique items at auctions, financial planning, reading and music.
